REQUEST

Please could you provide me with details on the following data surrounding upskirting, under the Voyeurism (Offences) Act 2019:

1. How many incidents of upskirting were reported to your police force in each of the years 2023,2024,2025, (2026 to June 30th) - broken down by calendar year? (01 January - 31 December)

2. How many incidents resulted in an arrest and/or charge?

3. Can you provide data on the approximate age of the victim at the time of the offence (20s, 30s, 40s etc) in each of the years 2023 - 2026?

RESPONSE

A search has been completed using our crime and incident recording system (NICHE RMS) for all offences recorded as 88E/88/12: Upskirting - Additional Voyeurism Offences (SOA 2003) between 1^st January 2023 and 30^th June 2026.

Please note that the data has been retrieved by searching on the ‘Crime Date’ and not the ‘Reported Date’. Therefore, these figures relate to occurrences that were recorded as a crime between 1^st January 2023 and the 30^th June2026 and not when the occurrences were first reported.

At South Wales Police we monitor and collate statistical data on crimes, incidents and other data relevant to our daily business. The results retrieved are dependent on how the information has been entered onto the system. As such, the information provided should not be considered statistically accurate and/or definitive and therefore, care should be taken when using this data for any further statistical, analytical or evaluative purposes.

We have dip sampled the incidents that did not result in a charge to establish the reasons. They are as follows:

• Complainant / victim would not support police action
• Offence took place in a school setting and was dealt with internally. No police action requested.
• Unable to identify suspect

South Wales Police continue to prioritise its response to allegations of sexual offences and actively encourages victims to have confidence in reporting these crimes. Our focus, together with our partner agencies is firmly on victim’s needs and improving outcomes whilst increasing the number of offenders brought to justice.
