We consulted with our Motoring Unit who have provided the below response to your request.

Please note that the Pentip system (which is a cross-criminal justice platform for collating and recording data on fixed penalty notices and other related offences) did not record all offences prior to 2019 in an extractable format on SWP’s reporting system. Therefore, there is no data available for these offences prior to 2019.
