Umar has been Chief Financial Officer for South Wales Police since August 2007. He has financial experience in both the private and public sector, which includes 10 years’ experience with Gwent Police as Head of Finance, and three years with Lincolnshire Police as Director of Finance and Administration.
Umar has a BA Honours in Accounting and Finance and trained as an accountant in London. He is also a fellow member of the Chartered Association of Certified Accountants.
He provides strategic direction, control and advice on all financial matters within the force, is responsible for Corporate Finance, Estates, Facilities, Fleet, Commercial Services, Information and Technology as well as Transformational Digital Services, and is the senior responsible officer for Information Security.
Umar held the position of Chair of Ystadau Cymru (Public Sector Estates Wales), has been a governor and Chair of the Audit Committee of the Cardiff Metropolitan University, is a member of the National Police Chiefs’ Council committee on finance, and is chair of the All-Wales Procurement Board.
He is heavily engaged in Police Collaboration, is the regional police lead for Finance, Estates and Procurement in Wales, and has led on collaboration on Enabling Services with Police, Fire and Ambulance in Wales.
In 2003, he completed the Police Senior Command Course and in 2015, he was recognised in the Queen’s Birthday Honours list and awarded an MBE. In 2017, Umar completed the Major Projects Leadership Academy with Saïd Business School University of Oxford, and was awarded an honorary fellowship by Cardiff Metropolitan University in 2023.
Umar is a member of the Wales leadership board on the King’s Business in the Community, and is passionate about ethical procurement and sustainability, where collaboration presents the best opportunity to make a significant difference.
Umar was recognised in the 2025 King’s Birthday Honours list, being awarded an OBE for his significant contribution to public service.
He is married with two grown-up children.
