Criminal Behaviour Orders (CBOs) have been secured to help prevent crime and anti-social behaviour across Cardiff and the Vale of Glamorgan

More Criminal Behaviour Orders (CBOs) have been secured to help prevent crime and anti-social behaviour across Cardiff and the Vale of Glamorgan.

Securing more than 20 CBOs in the last year, mostly for retail crime, demonstrates our commitment to supporting local businesses.

In the last 12 months, twenty-two people have been made of subject CBOs in a continued effort to reduce the impact of persistent offenders on local businesses and the wider community.

Jay Slade, Jake Royal and Joshua Ruck are the latest persistent offenders to join the list and have been ordered to stay away from certain businesses and areas.

  • Jay Slade, 49, from Barry, has been given a two-year CBO following his latest convictions for stealing alcohol from the One Stop Shop in Broad Street, Barry.  
  • As part of the CBO, imposed on May 19, 2026, he is banned from Holton Road, Broad Street, and Windsor Road, Penarth, unless he has a pre-arranged appointment with a support agency or medical appointment.

  • Jake Royle, 23, from Barry, has been jailed for 26 weeks for a series of thefts from shops and supermarkets in Barry, Penarth, and Culverhouse Cross.
  • Royle was sentenced on May 20, 2026, to prison and made subject of a three-year CBO banning him from Broad Street and Holton Road, Barry, and the following supermarkets – Asda in Barry, Morrisons in Barry, Morrisons in Barry, and Tesco Culverhouse Cross.

  • Joshua Ruck, 32, from Rumney, has been jailed for eight months for shoplifting offences in St Mellons Service Station, Sainsburys’ Newport Road, Llanrumney Stores, and the Welcome Break services in Pontprennau.
  • He was sentenced on May 12, 2026, and made subject of a two-year CBO not to enter the above shops.

 

Inspector Rya Cowan-Davies, from the Community Safety Partnership,  said: “South Wales Police works closely with retailers and businesses to protect them from crime and anti-social behaviour committed by individuals like these.

“Persistent shoplifting can have a devastating impact on shopworkers and retailers.

“Securing more than 20 Criminal Behaviour Order in the last year, mostly for retail crime, demonstrates our commitment to tackling retail theft and supporting local businesses.”
