REQUEST

For 2024 and 2025, please provide a complete data set of all submissions made to your police service’s Operation Snap (or the equivalent system of online reporting of driving offences by the public) portal, including at least the following for each submission

1. Reporter Transport mode
2. Date
3. Location information
4. Offence
5. Recommended disposal by Operation Snap Team (No Further Action, advice / warning letter, or NIP)
6. Rationale for No Further Action
7. This data is requested in a excel or similar format, i.e. not pdf.

And if possible, please provide the same fields but with the final outcome.

Your request for information has now been considered and I am not obliged to supply the information you have requested.

In relation to your particular request, the following exemption applies:

Section 12(1) – Exemption where cost of compliance exceeds appropriate limit.

We have consulted with our Central Ticket Office who have advised that in order to ascertain location information (question 3), they would be required to individually interrogate thousands of records and extract this information into the data set.

We estimate that it would take approximately 10 minutes per submission and therefore would take a significant amount of time to interrogate a substantial number of records.

Whilst I am unable to quantify how long this research for question 3 would take, it would most certainly exceed the 18 hours stipulated by the regulations.

It is estimated that the cost of providing you with the information is above the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the "appropriate level" as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.

In the case of the police service, the appropriate limit is £450 which has been calculated to equate to a total of 18 hours of work.

If any part of the request exceeds the fees limit then Section 12 applies to the whole request. 

In accordance with the Freedom of Information Act 2000, this letter acts as a refusal notice.

Excess cost removes the forces obligation under the Freedom of Information Act, however under Section 16 - the duty to provide advice and assistance, an authority is required to offer an applicant the opportunity to redefine their request within the cost limit. If you were to remove question 3, we may be able to assist with the rest of your request.
