Yes, with the exception of 20mph, NPCC suggest a tolerance of 10 % + 1 with enforcement taking place at 10 % + 2 of the speed limit.
Prior to enforcement after the default speed limit changed in Wales to 20 mph on the 17th September 2023, a decision was taken between Welsh Government, Chief Officers and the Head of GoSafe at that time that enforcement would start at 26mph.
