Tomasz Waga’s body was discovered by a member of the public at approximately 11.30pm on Thursday, January 28, 2021 in Westville Road, Penylan, Cardiff.
Five men have already been charged in connection with Tomasz’ death.
But two men – two Albanian nationals – remain outstanding. Elidon Elezi and Artan Palluci are both wanted on suspicion of murder.
Detective Inspector Stuart Wales, from South Wales Police, said: “We appeal to the Albanian community in the UK and abroad to assist us in locating both men.
“An enhanced reward of up to £10,000 is available to anyone giving information which leads to their arrest.
“To qualify for the reward, information must be given directly to Crimestoppers. This can be done via the charity’s anonymous online form.
“International borders are no barrier to us pursuing people suspected of murder in the UK, we have excellent links with law enforcement colleagues across Europe including Albania.
“I would appeal to both Mr Palluci and Mr Elezi that it is in your interests to come forward voluntarily and provide us with your accounts of what took place in Cardiff on the night of January 28 2021.
“Your assistance will enable Tomasz’s family to move on with their lives following their tragic loss. Thank you.”
Hysland Aliaj aged 31 was arrested in Germany and extradited to the UK in June 2022 in a successful, joint operation involving South Wales Police Major Crime Detectives and German law enforcement agencies.
He joins four other men - Josif Nushi, Mihal Dhana, Gledis Mehalla and Mario Qato – who are due to stand trial in October 2022 charged with murder and other related offences.
Other individuals arrested during this long and complex investigation remain on bail awaiting trial in relation to other matters.
A number of vehicles have been seized as part of the investigation but attention remains on the whereabouts of a silver/grey Mercedes C200 Sport, registration BK09 RBX.
The Mercedes, which has links to the investigation and could contain vital evidence, was last seen in Cardiff on the day his body was found.
