Dwayde Stock, David Rustham Allen, and Justin James Hensall, all from Newport, were exploiting youths in Neath to run their drugs.
Police were called to a report of a car fire just after 8.20am on September 22, by Mid and West Wales Fire and Rescue Service.
Two men, aged 18 and 24, have been arrested on suspicion of causing serious injury by dangerous driving and are in custody.
