  • Information on the disclosure procedure for Claire’s Law

    Ref: 369/14 Cat: Crime Statistics
    Req: 01/05/2014 Rep: 24/06/2014

I am currently researching some aspects of the national roll-out of the Domestic Violence Disclosure Scheme (‘the Scheme’). The amended guidance on the operation of the pilot Scheme, and now the national Scheme, is accessible here: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/224877/DV_Disclosure_Scheme_Guidance_-_REVISED_W.pdf This amended Scheme guidance contains certain templates for the recording of information about the decision-making process in regard to (potential) disclosures of information in certain circumstances. Your organisation, since a point in March 2014 when the Scheme became a national one, will have potentially had to consider whether to make disclosures under the Scheme using this guidance. My request, below, relates to all such instances where the consideration of a disclosure is made. In the amended guidance for the Scheme, on p.41, there are a series of headings under which some elements of the decision-making process concerned should have been recorded, in relation to any (potential or actual) disclosures of information are considered under the Scheme. These three headings are: • “CONSIDERATION GIVEN TO INVITE B TO MAKE REPRESENTATIONS” • “CONSIDERATION GIVEN TO INFORM B OF DISCLOSURE” • “CONSIDERATION GIVEN TO REFER B TO APPROPRIATE LOCAL FRAMEWORK FOR MANAGING OFFENDERS (e.g. MAPPA, IOM)” Under each of these headings is a ‘yes/no’ selection, and there is a ‘free text’ box, prompting: “Rationale and justification for chosen outcome route (free text)”. Please supply me with the anonymised/redacted data that is contained within all records created and maintained in these three ‘free text’ boxes relating to these elements of the amended pilot Scheme guidance, in relation to each one of the relevant number of the total disclosures made by your organisation under the operation of the pilot Scheme. I would find it particularly helpful if you could compile these extracts of data, when anonymised/redacted, into a single spreadsheet or other document etc. I would also find it very helpful to my research if this information also noted how the ‘yes/no’ selection had been made. Clarification - information requested is for the period of time since the scheme was implemented by South Wales Police in March.

    Ref: 783/14 Cat: Safety Camera
    Req: 30/09/2014 Rep: 21/10/2014

Since 31st March 2014 the speed limit on many roads in Cathays and Plasnewydd has been 20mph. The boundaries of the 20mph zone are detailed on Cardiff Council ‘Keeping Cardiff Moving’ website: http://www.keepingcardiffmoving.co.uk/20mph The 20mph limit is widely flouted and I am keen to see how many speeding tickets have been issued by South Wales Police for breaking the limit in this zone. Please can you provide figures for the number of tickets issued for exceeding the 20mph limit in the zone, including if possible the month they were issued and on which road.
